Section 3 · Scope of Work

An end-to-end Cabinet platform, delivered through five workstreams.

The Supplier shall deliver analysis & design, AI-assisted document intelligence, capacity building, pilot and rollout, and operations & maintenance , refined during inception and approved in writing by GoSVG before configuration begins.

3.1

Analysis, Solution Design & Implementation

  • Stakeholder consultations and documentation of the current ("as-is") Cabinet workflow.
  • Design of the future ("to-be") workflow, roles, controls and supporting business rules.
  • Solution architecture, integration approach and data model , submitted for GoSVG approval.
  • Configure, customise and implement the E-Cabinet platform and approved modules.
  • Provision of development, testing, training, pilot and production environments.
  • No configuration or production implementation proceeds without written GoSVG approval of design artefacts.
3.2

Core Functional Scope

The platform supports, at minimum, the following functional areas:

Submission & File Management (eFile)

Drafting, internal review, endorsement and onward transmission of submissions, with unique identifiers and real-time concurrent editing.

Document & Records Management

Secure repository, indexing, version control, full-text search with OCR, audit trail of access and modification.

Agenda & Meeting Management

Compilation and finalisation of agendas, secure distribution of meeting packs to authorised devices.

Decision & Memorandum Management

Capture of decisions and votes, generation of Cabinet Decision Memoranda, action assignment and follow-up.

Hybrid Meeting Support

In-person and hybrid Cabinet meetings with approved enterprise video conferencing integration.

Reporting & Dashboards

Operational dashboards covering throughput, decisions, action items, and information security posture.

AI-Assisted Document Intelligence

  • Semantic search retrieving documents by meaning and context , a search for "road infrastructure funding" surfaces "highway capital expenditure" and related concepts.
  • Document summarisation and classification with confidence scoring and human review.
  • Automated extraction of action items and decision references for follow-up tracking.
  • All AI features operate with human oversight, accountable logging and policy-aligned guardrails.
3.4

Capacity Building & Change Management

  • User manuals, workflow guides, quick-reference materials and short digital learning aids.
  • Training and sandbox environment for hands-on practice prior to pilot and rollout.
  • Change Management Plan addressing stakeholder engagement, communications and adoption risk.
  • Targeted small-group and one-on-one support for senior officials.
3.5

Operations, Maintenance & Knowledge Transfer

  • Pre-production penetration testing, vulnerability assessment and security audit prior to go-live.
  • Defined SLAs for incident response, support and continuous improvement.
  • Structured knowledge transfer to GoSVG ICT and Cabinet Secretariat staff.
  • Documented exit and handover plan to safeguard continuity of operations.
