Eighteen months, seven phases, one approved plan.

The proposed implementation is expected to span approximately 18 months, subject to refinement during inception. Bidders submit a realistic work plan aligned with the phases below; on-island presence at agreed intervals is expected.

    Inception & Analysis

    M1 – M3
    Minimum acceptance criterion

    As-is and to-be process maps, stakeholder map, and System Requirements Specification approved in writing by GoSVG.

  2. 02

    Solution Design

    M3 – M6
    Minimum acceptance criterion

    Solution architecture, data model, integration approach, security design and implementation plan approved in writing by GoSVG.

  3. 03

    Configuration & Build

    M5 – M11
    Minimum acceptance criterion

    All approved modules configured, customised and demonstrated in a test environment with traceability to requirements.

  4. 04

    Integration & UAT

    M9 – M12
    Minimum acceptance criterion

    Integration with identity, video conferencing and other approved Government systems verified; UAT exit criteria met.

  5. 05

    Pilot Implementation

    M11 – M14
    Minimum acceptance criterion

    Pilot deployment in agreed environment with trained users able to operate end-to-end Cabinet workflows.

  6. 06

    Security Validation

    M13 – M16
    Minimum acceptance criterion

    Vulnerability assessment, penetration testing and security audit completed; remediations verified.

  7. 07

    Rollout & Handover

    M15 – M18
    Minimum acceptance criterion

    Production rollout, knowledge transfer, documentation and operations handover completed.
